SCOTIA – A man has been arrested in what police called a paving scam, police said.

George St. Laurent, also known as George Conklin, 42, address unavailable, was arrested Wednesday and charged with one count each of second-degree criminal mischief and first-degree scheme to defraud, felonies, along with other charges.
The scheme to defraud charge specifically accused St. Laurent of defrauding someone out of $1,800 by paving their driveway under false pretenses, according to allegations filed in court.
The criminal mischief count accuses him of causing approximately $4,000 in damage to a driveway by dumping used asphalt onto the driveway, according to the allegations.
The investigation began Wednesday when a village resident reported that asphalt had been dumped on their driveway without their permission and a company called Five Star Construction left a door hanger advertisement on their door with a quote to repair the driveway, police said.
The company had been previously advised on a separate occasion that they could not solicit in the village without a permit, police said.
Police then arrested St. Laurent that same day. He also faces one count each of fifth-degree conspiracy and third-degree tampering, misdemeanors, as well as a violation of local law, soliciting without a permit, police said.
